urge the Republican Party of Texas to adopt as a legislative priority for the
86th Teas Legislature to amend the Texas Constitution and/or state
statute to enact a strong state spending limit based on the combined rates of
population and inflation and to dedicate all revenue in excess of the limit to
property tax relief.
